Triamcinolone AC, neomycin sulfate and Nystatin in unbuffered cetomacrogolcreme.is this is necessary?

Is it necessary for 1 of the ingredients to use unbuffered cream And shouldn't the creme be buffered for triamcinolone?

Answer

Neomycin sulfate has its maximum activity at pH = 7   and the most stable in non-acidic solutions. Nystatin is the most stable at pH = 7; Dissolution leads to discoloration of the cream.  

I cannot find any data on the formation of possibly insoluble salts with the buffer of buffered Cetomacrogol cream. But this is never ruled out.
