Phenylephrine drops for oral use 10 mg/ml. How to make this best?

Doctor prescribes following: Phenylefrine 10 mg/ml S/10 drops at low blood pressure

Answer

Next composition could be recalled; however, it is intended for injection and therefore no account is taken of taste.  

Phenylephrine HCl 1 g; NaCl   350 mg; After citrate 400 mg; Citric acid   100 mg; After metabisulfite 200 mg and freshly boiled and cooled water up to     100 ml.  

I suspect that part (30%?) of water can be replaced by sugar syrup or sorbitol syrup. In this case, you will need to use water for preservation for the remaining water.
