Cremophor EL is quite costly and usually has a short expiration date. (75 euro for 250 ml).
I use this product for the preparation of Minoxidil 5% lotion.

I can make you a proposal without guarantees because I should test it out.
try to replace Crempophor EL with either Tween 80 or Cetomacrogol 1000. Personally, I would prefer Tween, which I would add at least 5 G. Make the preparation grosso modo but keep the water behind. If the quantities are expressed in grams, then it is easy to work; However, it is ad 100 ml then it is slightly harder. Add water to the end, observe the formation of a cloudy; If yes add additional 2.5 G Tween 80.
