I suspect that the large amount of rubbing alcohol is at the root of your problem. Of course, if necessary (if the concentration is sufficient), it can take care of menthol and Chlorbutol. In addition, it also makes for a cooling effect and therefore I do not change it! I suggest increasing the viscosity of the external phase of the emulsion by adding 1 to 2% KLUCEL GF, which is well soluble in alcohol.
