Drill/borax add buffer? In what quantity? -Phenylmercuriborate? Should there be EDTA?

Composition per 10ml: Chloramphenicol 40mg; Dexamethasone Naphosphate 10mg; boric acid 130mg; borax 30mg; Na2 EDTA 10mg; Phenylmercuriborate or nitrate 0.02% solution up to 10ml.
pH = +/-7
Sterilized by filtration on filter 0.2 μm
Problem
If Phenylmercuri is no longer available, Benzalkonium chloride cannot be used! We will have to rely on Aqua Conservans.
