I first solved the NaHCO3 in the water and then attached the carbocisteine but this mixture stays bubbling and does not dissolve.

I would start by reading the question about the preparation of carbocysteine syrup and then calculate how much NaHCO3 is required for the complete neutralization of the acid. After that, I would fine-rub acid and bicarbonate well into a mortar before bringing it over into the water. A slight warming up to 40 degrees can.
