A doctor prescribes a lotion to apply to the scalp of a baby

The prescribed composition consists of salicylic acid 3 G; Hydrocortisone acetate 1 G and spiritus dilutus AD 100 ml How to prepare? I thought of a suspension based on HPC in Isopropanol of 70 °

Personally I would not use spritus dilutus nor isopropanol in a 7 week baby!   I think it is better to use Oleum Salicylatum FN 6, which I long ago improved the composition to:  

Salicylic acid 2 G; Macrogol -4-Laurylether (Eumulgin O5) 10 g; Isopropyl 45 g and sweet almond oil up to 100 ml

I suspect that hydrocortsionacetate 1 g in this mixture is either soluble or suspendable.

Discuss this with the prescribing doctor.
