Can you help me regarding the concentration of tretinoin and which oral gel is the best excipiens?

The concentration in the prescription is acceptable and as excipient I know two possibilities:
- hypromellosis ointment 20% FNA
Hypromellose 4000 20g
White petroleum jelly to 100g - mucous membrane-adhering ointment
after CMC 400 17g
pectin 17g
Gelatine 17g
Liquid paraffin wax 9g
White petroleum jelly up to 100g
