Can a nasal ointment, cream be made with Minoxidil 5% and without corticoid

I am a GP and the question is to be able to prescribe a stable minoxidil preparation for the nose. i.e. which formula would you suggest?

After our telephone conversation I have further deepened in your question. There are two problems.

1. The insolubility in water of minoxidil, dissolved in lotions in mixtures of alcohol-propylene glycol with only 10 to 20% water according to the minoxidil concentration.

2. The requested gel-cream ointment should be applied to the nasal  ; This means that no lotion can be converted into a semi-solid preparation because of the high concentration of alcohol.  

I have oriented myself to Bactroban nasal ointment and what to read in the literature. The nose ointment distinguishes itself also here clearly from the skin ointment.  

Therefore I would suggest R/minoxidil 1 G; isopropyl pamitate (or Myristaat) 4 G; Sweet almond oil 4 G and White Vaseline ad 20 g  

The minoxidil is very finely rubbed into a mortar, porfirize with 2 G isopropyl palmitate to a uniform paste without grains and then add 2 G isopropyl palmitate. Continue work with adding 4 G sweet almond Oil and white Vaseline ad 20 g
