Which carrier (lactose, mannitol or other) is adequate to dilute electrostatical regulated release granules? (e.g. tamsulosin or duloxetine)

In order to achieve a sufficiently good homogeneity, granules containing a medicinal product can only be diluted with placebo granules of the same size.
