what type of creme berieding is this?

a preparation with cetostearyl alcohol 15g,sorbitansesequioleate 6g sorbin acid and purified water 100 G .
is this a hydrophilic cream or a lipophilia cream?since it has no fat base in it but w/o emulsifiers?
